TDSB Board meeting on Budget

Trustees vote to accept/reject/postpone decision on the 2009-2010 proposed budget. Massive public attendance is important!!
An actual proposed budget has not been submitted to the trustees as of this writing (June 10). How are they supposed to vote intelligently?
